The NEFAC War Chest

Preamble:

If we're going to do NEFAC work, we have to expect circumstances to occasionally conspire against us, resulting in an immediate need of funds.

It's becoming pretty damn apparent that some of us have had to rely on our friends in the anarchist movement to come up with some money to save our asses from serious predicaments. Wouldn't it be nice if we all prepared for these eventualities well in advance?

Enter the NEFAC War Chest!

It's a collective fund used to help out NEFAC members & supporters who need money to assist them when their NEFAC work has led to some dire consequences.

Some examples:

- NEFAC members / supporters are sued for libel or defamation or slander and has to come up with money for lawyers and such.

- NEFAC members / supporters are arrested at demonstrations or arrested after the demonstration.

- NEFAC members / supporters are fined for "crimes" committed in the course of their collective's work, like defending themselves against racist attackers or civil disobedience.

- NEFAC members / supporters have their cameras smashed, their glasses destroyed, their personal possessions stolen by racist thugs or police thugs.

- NEFAC members / supporters are imprisoned and needs money to buy basic personal stuff in jail or to make their financial obligations in the real world.

- NEFAC members / supporters are hospitalized or is otherwise unable to make money to meet their personal financial obligations, due to NEFAC work.

- NEFAC members / supporters are killed and a trust fund is set up for their dependents.

The War Chest is NOT designed to help all victims of the state, or even all anarchists targeted by the state. It is only to help defend NEFAC members/supporters and people who need assistance as a result of participating in NEFAC organized actions and events.

FUNDING

Will come in two ways:

1. From NEFAC collectives donating 10% of whatever funds they normally raise to the fund. This way, everyone can contribute something and it'll hurt equally, no matter how much is raised.

2. NEFAC members and supporters are also required to pay annual dues into the defense fund. The dues to the defense fund shall be drawn from the regular federal NEFAC dues (see NEFAC Constitution). It's a small price to pay when you need money from the defense fund.

While outside donations from individuals and groups who are not part of NEFAC will be accepted, those donations will not give their donors the right to participate in the discussion and decisions made about War Chest spending proposals, as this is an NEFAC fund set up and administered by NEFAC members and supporters.

While extra donations from individual NEFAC members and supporters will likewise be welcomed, individual members / supporters can only participate in the discussion and decisions made about War Chest spending proposals as representatives of their collective. This ensures that the decisions will not be dominated by wealthy individuals within NEFAC.

SPENDING
Spending decisions will happen in two ways: in normal cases & in emergency cases.

Normal cases are situations where the money isn't needed right away. In these cases, a question about whether to use the fund & how much of it to use will be called/emailed to NEFAC collectives.

A month will be given for those collectives to discuss the proposal amongst themselves. While consensus will always be strived for, in cases where consensus is not forthcoming, and an extension of the decision deadline would be counter-productive or unlikely to result in consensus, a 2/3 majority vote will decide.

Emergency cases are situations where the money is needed urgently (like bail, retainer money for lawyers, etc.). In these situations an emergency war chest council will decide via a war chest council vote.

The war chest council shall consist of 1 member / supporter from each collective that has been delegated by their collective beforehand. They are responsible for collecting war chest dues & funds from their collective, informing their collective about war chest spending proposals and voting on behalf of their collective in emergency proposals. Both email and the telephone need to used for emergency proposals. All war chest council delegates should have each other's email addresses and phone numbers. A 2/3 majority war chest council vote will decide on emergency
proposals. Turnaround on decisions in emergency situations will be 24-hours or less.

In both cases votes are to be sent to and tallied by the member collective that administrators the War Chest (currently Green Mountian Anarchist Collective)

SPENDING GUIDELINES

(IT'S IMPORTANT TO NOTE THAT THESE ARE MERELY GENERAL GUIDELINES AND NOT RULES. IF A SITUATION ARISES OUTSIDE OF THESE GUIDELINES THAT IS, NEVERTHELESS FELT TO BE WORTHY OF FUNDING, OR OF FUNDING MORE THAN THE SUGGESTED AMOUNT, THEN THE JUDGEMENT OF EITHER THE CONTRIBUTING COLLECTIVES OR THE WAR CHEST COUNCIL, WHICHEVER IS PERTINENT TO THE SITUATION, SHOULD BE TRUSTED.)

- We won't fork over more than 20% of the fund towards any one given situation.
- We won't fork out more than 10% of the fund for non-NEFAC members or supporters.
- In situations where a number of NEFAC and non-NEFAC members / supporters are in need of War Chest money at the same time, priority will be given to NEFAC members / supporters.
- The fund will be for current and future crises, not for past bad situations.
- The fund should be primarily for our fallen NEFAC comrades and people who need financial assistance due to their participation in NEFAC organized actions and events.

ADMINISTRATION:

Administration of the War Chest shall be a responsibility of a member collective (currently Sophia Perovskaya collective)

The War Chest administration collective will send out a monthly email statement of how much we have, how much has been contributed (but not by who, to spare the embarrassment!), how much has been spent and what it was spent on. This could also come in handy should we, say, want to start compiling a list of bad situations that NEFAC members / supporters have found themselves in because of their work to gain support elsewhere.
